IN THE past, Canadians have regarded Royal Commissions in the same light as the Government Circumlocutionary Office invented by Charles Dickens. They have dubbed them "cobweb commissions” and given them other derisive titles. Not because all our numerous Royal Commissions have produced dud reports—some of the reports, if acted upon, would have been productive of much good to the country—but because governments, having passed the buck to a Royal Commission, have never got around to the job of implementing them.

It was on June 1, 1840, that the Cunard liner Unicorn, first transatlantic steamship to dock at a Canadian port, arrived at Halifax from Liverpool with mails and passengers.
