London bankers have called attention to the fact that the German Government has finally opened up its war chest and placed in circulation the gold which for forty-three years has been hoarded in the Julius Tower at Spandau. In a report which was made to the Government early last summer before the outbreak of hostilities, this Imperial treasure was said to amount to 120,000,000 marks, or $28,560,000.
