What better way to start the new year than a tribute to Jerry Garcia, one of the great saints of the counterculture? Unfortunately, while Jerry was alive, HIGH TIMES never established a great rapport with the Grateful Dead organization, a sad fact that remains one of our major regrets.
For myself and on behalf of Terence McKenna's family, I would like to thank HIGH TIMES and Michael Simmons for publishing the remembrance and tribute to him that appeared in HighWitness News last August. Terence was a complex person, blessed with a restless mind and curiosity that led him down many little-traveled pathways of thought and speculation.

In a decision protested by global environmentalists, a judge in Mexico's southern state of Guerrero last August sentenced Rodolfo Montiel Flores, a peasant leader of logging-road blockades in the state's rugged mountains, to nearly seven years in prison on drug and weapons charges.
On October 15, 1999, the San Bernardino County Drug Task Force raided David E. Fawcett's home in Ontario, CR., seizing 111 marijuana seedlings and two pounds of dried leaf. Fawcett was busted for cultivation and possession with intent to sell.

Busted teens forced into "Marijuana Addiction" programs.
The number of adolescents admitted to drug-treatment programs for marijuana increased by 155% between 1993-98, according to federal Substance Abuse and Mental Health Services Administration data. Oddly enough, according to SAMHSA's 1999 National Household Survey on Drug Abuse, the number of youths smoking marijuana is on the decline.

On August 23, the Indiana Court of Appeals unanimously ruled that students cannot be forced to take a drug test in order to take part in sports or after-school activities, or to park a car on campus. WASHINGTON—Faced with data that showed their antidrug media campaign wasn't reaching teenagers, Drug Czar Barry McCaffrey's office simply sent Congress a report using completely different numbers. Required by Congress to submit a "Performance Measure of Effectiveness" report to justify the money spent on the campaign, the White House Office of National Drug Control Policy found that the number of high-school seniors who percaived drug use as "dangerous" had actually declined slightly since 1996, from 59.9% to 57.4%.

In November 1998, Oregon voters passed Ballot Measure 67, titled the Oregon Medical Marijuana Act. This made it legal for people with certain medical conditions to grow and possess their own medicine. The only qualifying conditions are severe pain, cancer, glaucoma, positive status for HIV, cachexia [wasting disease], severe nausea, and ailments such as epilepsy and multiple sclerosis which involve seizures.
I have heard that frying weed in butter before putting it in brownies will result in a running-around-goofily-while-giggling-andbabbling-like-an-idiot high, while just chucking it into the batter will result in a collapsed-on-the-couch-for-the-duration kind of high.
